relaystate being set by IDP?

We're working with Incentfit, who added this note to the configuration
instructions they sent us:
    "Please note that in addition we require the following RelayState URL
to be added..."

Google suggests that this is something that Okta supports (
http://saml-doc.okta.com/SAML_Docs/How-to-Configure-SAML-2.0-for-IncentFit.html),
but when I looked, it doesn't seem possible with Shib.

Back in 2015, there was a thread where Scott said...
