Stale Request error

I use this website:

   https://www.samltool.com/url.php

Step 1 - URL decode it
Step 2 - Base64 decode it
Step 3 - Inflate it

Oops, it appears the message was not deflated (like Zip, I think).  That 
seems to the problem you're running into...  Like Scott said, it seems to 
be an SP bug.
