For what it's worth, it doesn't seem that there is a copy of relying-party-system.xml in the dist directory, which likely explains George's confusion. He probably compared the dist version of relying-party.xml against the system version of relaying-party-system.xml.

That's not possible, so you're either comparing the wrong file or your install is corrupt.

Also, none of that explains how you got into that state originally, your upgrades clearly were not successful.
