<p>For what it's worth, it doesn't seem that there is a copy of relying-party-system.xml in the dist directory, which likely explains George's confusion. He probably compared the dist version of relying-party.xml against the system version of relaying-party-system.xml.</p>

That's not possible, so you're either comparing the wrong file or your install is corrupt.<br>
<br>
Also, none of that explains how you got into that state originally, your upgrades clearly were not successful.<br>
