Java heap space error loading incommon metadata

I am installing 2.4.4. When tomcat is restarted, I am getting java heap space error when it attempts to load incommon metadata file. It's stucj for almost 10-15 min before it throws this error.
If I change the settings to just read the incommon file locally instead of downloading from the incommon aggregate, it works fine.

Metadata provider failed to properly initialize, fail-fast=true, halting
org.opensaml.saml2.metadata.provider.MetadataProviderException: Saw an error of type 'java.lang.OutOfMemoryError' with message 'Java heap space'
