For that particular data source choice, yes. That's a local decision. You need to be aware that any dependencies on databases can be very difficult to make reliable and if the IdP hangs, that's on you, it's not something the IdP can prevent.

If you want to test persistent ID generation, you need an SP that is asking for that NameID format or that you configure for that format. As documented.
