We have a small number of WebLogic applications.  I don't know the version.
 (But I do know it's SAML2.)

What does your metadata look like?  I would guess that you've fed it bad
metadata (my understanding from our developers here was that Weblogic
consumes metadata) or put in bad configuration for the IdP.
