You've already answered that by stating that your /requirement/ is
approach 1 (not that I think that requirement is sensible).
So what is your question, really?

Approach 1 makes no sense, as the "Shibboleth" you install *is* part
of the Apache httpd webserver (at one part of it; and I doubt there
can be sane reasons for putting the other part on another machine).

You're already realising yourself that having a module for httpd be
"on another server" than httpd itself makes no sense.

Why don't you start at the beginning, by describing the kind of
application server you're trying to protect (be specific), and not in
the mid of some requirement discussion that already presupposes
implementation details.
