For reference if others have the same issue with Service Now. I logged a ticket with the vendor - they initially asked us to try different nameID formats - but I just persisted by asking whether doing that would make the NameQualifiers suddenly appear. They then found they already had an existing feature request and it had a work around for Helsinki - this worked successfully.
