That doesn't tell us anything about how loaded the system is (and
you've left out entropy (which could effect openssh, I'd imagine) but
but the above is certainly beefier than anything I unsually run
webservers on, esp back in the day when Wheezy was current.

I doubt me guessing and you looking for anyone who had a slow machine
for some reason is going to help much. You could move the discussion
over to the Debian list I pointed you to and maybe people there are
willing to walk you through all possible diagnostic and debugging
steps.

Not unless the webserver is hammered.
