Odd behaviour when apache-module is active

The symptoms disappear as soon as i deactivate the shib2-mod for apache.
stopped or running shibd doesnt change a thing.
Sorry for the lack of information:
Its a virtual Machine running on VMware-Hypervisor (full virtualization).
CPU: 4 x 2.6GHz 64bit
6GB RAM
Debian Wheezy 7.11

i dont say its Shibboleths fault. I know its an old system. The customer
asked for it and so we tried to get it running and now we are experiencing
this behaviour.
Maybe it is a known issue and there is absolutely no solution but maybe
someone experienced the same and has a workaround to get the combination of
wheezy apache 2.2 prefork and shib2.5.3/2.4.3 running.

No, i want to know if anyone experienced such a behaviour or could give me
a hint where to look at and why an apache-mod can affect the ssh-login.
Is the Prefork-mpm the problem?
