Custom Shibboleth Error Page

I've been asked to modify our shib (3.2.1) error page ... change some of
the verbage and add a university logo.  From this page:

it looks as if I may (?) be able to modify
$IDP_HOME/messages/error-message.properties and add the PNG file to
$IDP_HOME/webapp/images/ directory and the error page should display the
new logo.  Is this correct or do I need to rebuild the war file?
