That’s STATUS_BAD_NETWORK_PATH "The network path cannot be located."

Does that help? If this was java I would assume malformed "file://" URLs, but this isn't java.

Less likely I'd say but as soon as you expect that you need to reach for "depends.exe" and see what it says
