No SSO with shib-cas-auth

Shibboleth Version: 3.2.1
Shib Cas Auth Version: 3.0.0

My Shibboleth installation with SSO using Shib Cas Auth works except for
one vendor. The vendor requires it's own login. My user base sees it as
having to log in twice. Any suggestions on how to debug this?
