Monitor connections on shibboleth

3.2.1 status service is informative, including indicating failed outbound
connections (to authN source);
remember you have to configure by IP for external access to status.
Doesn't indicate any notion of "load" however.
Echo Scott's comment that a single instance should handle a lot of
transactions, modulo generous RAM allocation.
