Yes, that would explain it of course.

Well, if necessary, someone may be able to delete your old metadata
from testshib so you can start from scratch. That said, your migration
to V3 will be much more straightforward if you don't change metadata
at all. It's a common misconception that the metadata needs to change,
but that's not true. I know of many IdPs that have migrated to V3
without changing their metadata at all.
