SAML is not EBXML or EDI, this isn't a business messaging standard. That's not how it's used.

No.

You would have to create a custom AttributeEncoder plugin to generate the relevant XML, and I would not do that (and I have not, I've refused in similar cases with vendors who don't know what they're doing with SAML). They gave in. They almost always do, you just have to stand up.
