Better late then never... the Gluu Server now includes Shibboleth IDP 
v3!!!

All components of the Gluu Server are free open source, as are the 
binary packages (Centos 6/7, Ubuntu 14/16, Red Hat 6/7, Debian). We also 
provide free support on https://support.gluu.org

As a chroot distribution, some may find it an easier way to install an 
IDP. Basically you install the package, run the setup program, and it's 
ready to go!

A few other changes:
   1. We moved from OpenDJ --> OpenLDAP
   2. We incorporated a cool free open source social login component 
called Passport-JS, which has 300+ connectors to various consumer 
websites.
   3. We added some new 2FA options (besides Duo/U2F): OTP, Super Gluu 
(our free mobile app), Twilio SMS, and FIDO UAF (experimental).
   4. Moved from Tomcat --> Jetty
   5. Moved to Oracle JDK 8 (from OpenJDK 7)
   6. Implemented a centralized logging service for clusters
   7. Improved Inbound SAML support via Asimba SAML proxy
   8. Optimized Active Directory synchronization
