A web search says that's an error message from your webbrowser
(Chrome/Chromium).
So if you ran this on your local workstation (PC) "localhost" will
mean your local workstation (PC). And unless you have a HTTPS-enabled
webserver running there that's to be expected.

If you ran this on the server itself then you likely don't have HTTPS
enabled. (You'd need to use http:// in that URL instead.)

Let me also say that if things like the above keep you from using
Shibboleth you're in for a very bumpy ride indeed, as /many/ more
things like these are assumed to be well known to deployers.
