Custom error page for Access Control in IIS

You would use IIS's Error Pages feature, and change the 403 error page to point to your custom page for that particular site. I believe you may even be able to override this at the folder level.

As for allowing the 2 values to pass, it seems like you've already got that part figured out.

I guess that I don't fully understand. (I'm new to Shibboleth.) Which IIS features are you talking about? How would I filter to allow those 2 values to pass, while returning a custom error page on failure? Would I not use the Shibboleth.xml config file to set this?

Thanks.
