Custom error page for Access Control in IIS

I guess that I don't fully understand. (I'm new to Shibboleth.) Which IIS
features are you talking about? How would I filter to allow those 2 values
to pass, while returning a custom error page on failure? Would I not use the
Shibboleth.xml config file to set this?
