You'll need to be more precise what you mean with that.

Note that you don't "convert" an IDP into a federation, an IDP may be
part of a federation (as in "a collection of SAML entities acting in
IDP or SP role and sharing some common elements, such as polcies,
metadata, trust model").

There are federations with hundreds of IDPs, so that's not an issue.
Note that since you only mentioned IDPs, twice, and not SPs, that SAML
IDPs do not talk among themselfs, they talk to entities acting in
other roles (SPs).
