That isn't something that would have changed, but regardless it really would depend on which Velocity instance was involved, and since that appears to be the SAML outbound response template, that's the Velocity bean that's inside global-system.xml in the system tree. For the time being that is probably the only way to edit the property, and that's probably good enough for a load test.

But I still would tend to believe something's got to be wrong here.
