Question about which files get modified during IdP upgrades

Hello,

We're running IdP 3.3.1 and have started to experiment with Duo
integration. I was temporarily confused by the Wiki's references to Duo and
MFA flow descriptors in conf/authn/general-authn.xml, as I was seeing
nothing in that particular file. But then I thought to check the contents
of the source tarball for IdP 3.3.1 and sure enough, the new flow
descriptors were plainly there.

Is this normal? I had previously never touched this file in our deployment,
so my default expectation would be that the newer version would be copied
over during the upgrade process. The upgrade was performed per the Wiki's
instructions, as far as I'm aware.

If someone could clarify whether this is normal upgrade behavior (or
alternatively, if what I've described above sounds like a symptom of
somehow botching the upgrade), I'd appreciate it.
