Not in my view, not yet.

I'm not going to speak for the Board as to next steps. I would hope that a specific proposal or set of proposals will be forthcoming in future webinars that would put things in fairly stark relief as to what the options are and whether people are willing to pay for them.

For myself, I have made no secret of my belief that US universities using Shibboleth *internally* at scale should be joining the consortium and that the level of contribution to the project from Internet2 does not speak to that use case. I believe if that happened in even 30% of the cases, we would be on much sounder footing.
