Curating IdP Configuration for Popular SPs

Thanks for doing this.  I think this is a very important service that is long overdue.  Three questions:

1)  Have SP's been asked to contribute to this themselves?  Many of them maintain Shibboleth-specific documentation on their own sites, after all.
2)  I had attempted to do the same in the context of NET+ services, but I wasn't very successful in getting community contribution.  Have we determined why that might have been, and do we understand how to encourage it now?  A template is good, but even with plain Wiki pages and <insert config here>, not much luck.
3)  Did the TAC give consideration to doing this in an implementation-agnostic way?
