At that point, I would disavow any and all recommendations. I can't go halfway with this, and that was pretty much the point I was making.

It doesn't work like that unfortunately. This isn't about logic. Campus environments are very well known for underbuilding their VM environments. They'll spend hours of staff time to babysit underpowered servers before buying adequate hardware.
