Same here; we have two instances locally, and both are pretty standard
integrations.
The docs suggest that "site specific" SAML can use encryption, and the
wacky "no password on key, but passphrase must be on key" seems to refer
to the SP's SAML cert/key files which the SP admin must generate and
upload themselves.
