Can you? Yes, there's a Scripted implementation of the PolicyRequirementRule interface for arbitrary scripting, or it's possible to just throw a plugin together in Java that implements the interface.

We have supporting code for IPRange matching also.

There is no built-in implementation of either PolicyRequirementRule or Matcher that does this.
