Metadata certificate on idp.testshib.org seems expired on August 2016

I'll look into initiating this in a couple days.  Uploaded metadata
expires after 30 days, so we have an implicit validUntil, and I can do
a quasi-proper rollover.  Or I could just do it.  If anyone votes aye or
nay on either, it'll carry.

I guess a certificate can't get any worse than "expired".  Software that
would break is broken.  So, as long as I can re-use the keys, I won't
bother with a rollover process.
