I'd suggest adding support for MetadataIOP to your implementation,
then: https://wiki.oasis-open.org/security/SAML2MetadataIOP

I'll leave that for others to answer, as simply replacing changing the
cert will break other implementations. If the same key gets wrapped in
a new cert at least Shibboleth software will continue working fine, at
least. Arguably Shibboleth software should be the main concern for the
TestShib service.
