CAS and HTML local storage

Only happens with CAS, SAML is working fine. I can now reproduce the problem
without the StorageService errors, so they are unrelated. Now only this
remains:

2016-05-30 10:14:58,984 - WARN [org.opensaml.profile.action.impl.LogEvent:76] - An error event occurred while processing the request: ServiceNotSpecified

Just did some more testing and noticed that if I open the IdP login page
through a SAML service (don't have to login, just getting the page open is
enough) and try a CAS site after that the error doesn't happen. There
seems to some initialization of the session or something that doesn't get
done right when first IdP access is with CAS and local storage is enabled.

"idp.storage.htmlLocalStorage = true" and idp.consent.StorageService is the
default, so yes.
