That doesn't have anything to do with the SP's clustering.

It isn't clear to me, I'm afraid.

If it wasn't, then I have no idea what it's about. The storage service in the SP is about SP sessions (and some other pieces like the replay cache). It would admittedly affect *outbound artifacts* in the SP, but that is not even implemented by the IdP today, and is basically unheard of in the wild in SAML.

Inbound artifacts don't have any different clustering implications in the SP than POST does.
