What tickets are you referring to? The only place that term is used would be CAS tickets and that has nothing to do with SSO, so I don't really know if what you're literally asking is what you're actually unclear about.

Per-request state is yet another, third, issue that is not connected to either CAS tickets or SSO and is about short term stickiness.
