Not necessarily. That's the plain text CAS 1.0 protocol endpoint. I think
it's fair to say that the CAS 1.0 protocol is ancient, but it could be a
modern client that's calling it. The IdP doesn't support the CAS 1.0
protocol, but it's come up a few times. I'm willing to add support, but
there doesn't seem to be much interest. Is it feasible to upgrade that
service such that it calls the CAS 2.0 protocol endpoint, /serviceValidate?
