Yes, that was an endpoint for the CAS 1.0 protocol.
It only returns a "yes" or "no" response.
See section 2.4.2: https://jasig.github.io/cas/development/protocol/CAS-Protocol-Specification.html

Subject: CAS protocol endpoints
I will fully admit that I do not know the ins and outs of all of the CAS inner workings. :-)
In an attempt to remove the CAS service locally I have hit a snag in one of the clients out in the
wild. The client is requesting a /cas/validate endpoint. Is this an ancient client?
All of the other CAS clients out and about are accessing proxyValidate or serviceValidate
Is there a (quick) way to enable the /validate location on the IdPs CAS service?
GET /cas/validate?ticket=ST-2956-lYrG1C6IH3gdaRThf1ZJ-blablalblabla
