Shib SP: SHIBSP_PREFIX ignored

It's possible the problem is there was a bug, somebody mentioned it, and then never filed it. That would explain why I was thinking there was, but never fixed it.

You have to change the setting for both parts (unless you're doing something unusual). There's an Apache command that's the equivalent of the shibd command line option. I guess if one's not working maybe they both don't work anyway.
