Shib SP: SHIBSP_PREFIX ignored

I had no success on the command line (`/usr/sbin/shibd -d /opt/etc/shibboleth -f`) - same problem as with the env var. I am not sure what you suggested with Apache settings - shib.conf is for mod_shib, not the shibd?
