Thanks guys. It appears that for reason Tomcat did not actually shutdown, so the restart failed...

Some weird anomaly I guess, yeah Tomcat6 is ancient, this is our old V2 test instance that I am just using as a sandbox while we get our test V3 up and running (another teammate is doing that )

The user tomcat runs as then doesn't have write permissions on the directory the log needs to be created in. Likely someone created that file as root and changed ownership or permissions of the log file itself, but not the directory.
Such a configuration would also prevent the IDP from rolling over log files, I'd assume.
