The user tomcat runs as then doesn't have write permissions on the
directory the log needs to be created in. Likely someone created that
file as root and changed ownership or permissions of the log file
itself, but not the directory.
Such a configuration would also prevent the IDP from rolling over log
files, I'd assume.
