v3.2.1 Persistent NameID generator throws an error

It's annoying since in isolation it would be reloadable, but it's complicated by the fact that some of the settings were intentionally hidden in system files. But I prefer in retrospect just creating simple beans in the user files with the settings vs. properties for exactly that reason.

We're relatively free to tweak that on the fly in our new versions without breaking things.
