v3.2.1 Persistent NameID generator throws an error

Restarting Jetty worked. I guess I got so used to being able to hit that reload URL in the browser that I didn't think to just restart the service. :)

Properties aren't dynamic, so if you just did that explicitly, I think probably that's what you'd get. In retrospect using properties with some of the reloading configs turned out to be a dumb thing to do.
