I wouldn't go there unless you have lots of scopes, and from others'
examples not even then, cf. the list of scopes for

https://met.refeds.org/met/entity/https%253A%252F%252Fidp.feide.no/
or some UK IDP hosters.
I faintly recall some xmldsig or normalisatino issues with regexes,
Ian or Scott may have details.

Certainly not for a number of scopes you can count on one hand.
