Not using SAML, Google does not support SAML as an IDP (but that's s
question for Google support, not this list).

How does an "institution" authenticate with Google?
Or do you mean a subject?

You can get attributes about the subject from Google over OpenID
Connect, AFAIK. No relation with Shibboleth though, at this time.
(Except maybe in some corner cases like using another OIDC
implementation and force-feeding the results back into the Shib SP via
its "backdoor" features.)
