Well, it can be used for research of course, which is enough to make it R&S in theory, but the sites themselves aren't particularly themselves used for research, so I never pursued the tag. If the REFEDS community felt it was appropriate, we certainly could apply for the tag, though I think nominally our point of registration is actually the UK, not InCommon.

Generally speaking, you don't want to take every app and use R&S to solve the problem. It's why I don't use R&S in my policies, we just release directory data, period. Thank you FERPA.
