While Shibboleth is (barely) funded by small parts of academia it's
producing Free/Libre Software, documentation, deployment guides, best
practices, and all that can be and certainly is used also for purposes
completely unrelated to research.
Depending on which R&S you mean (InCommon's or REFEDS's) you could ask
those people for clarification. The REFEDS R&S FAQ seems pretty clear
to me, though:
