IdP upgrade - Shibboleth IdP V3 Setup Wizard Ended Prematurely

Might be a bit silly, but… try installing it when the MSI is not in the root C:\, put it on the Desktop and try from there for example.

Probably not that, but I’ve seen weirdness with MSIs when installing from the root, and also when running from the same directory that you’re installing to.
