building war file during upgrade

The upgrade steps (
https://wiki.shibboleth.net/confluence/display/IDP30/Upgrading) include
installing the distribution and then building the war file from the target
directory "with any edits".  What sort of edits would necessitate
rebuilding the war file?  I would have expected that all the config files,
credentials, and webapp content is loaded during runtime.
