Is it possible for an IdP to service multiple SPs without SSO between SPs?

Not unless you're limiting which flows are enabled. The only rule is, is
the flow enabled, and is there an active result for an enabled flow that
satisfies the custom principal requirements of the request. That's it.
Nothing more, applies in every case, and the logging is fairly detailed.
