Is it possible for an IdP to service multiple SPs without SSO between SPs?

Correction.  Vice versa does not do SSO.  I thought it did.  I think it is not working in the opposite direction because I have a custom auth flow/login flow for that SP2.
But, that makes me confused why SSO works from SP2 -> SP1, they use different but similar login flows.
